Planning and building permission
You need planning and building permission for most changes och extension to your house or if you want to build a new house. You also need permission to build parking lots or change the use of your house, for example if a house for living in is turned into a shop or an office space.
Some lesser changes or buildings are exempt from planning and building permission, like small sheds (maximum 10 square metres) and parking spaces for cars belonging to you household. For earth excavations, earth fillings and demolition work you need another kind of permission.
The technical aspects are dealt with through building registration, consultation and control plan. Building and demolition registration must be sent to Byggnadsnämnden (the Building Committe) at least the weeks before the work is about to start. For most measures you both have to file a registration and apply for permission.

Preliminary decision
If your primary concern is to find out whether or not you are permitted to build on your real estate you can apply for a preliminary decision. This mostly applies to estates that are sityuated in areas not covered by local plans.
Write to byggnardskontoret (the building office) and describe what you are planning to build. You are recommended to draw a sketch of your estate showing where you want to place the building. If you need to add more details to your sketch byggnadskontoret will contact you.
A positive preliminary decision is binding for the building committee if you apply for building permission within two years after the decision was made.
Applications and handling
Application forms can be ordered, fetched at the building office or down-loaded from this web-site.
Office turnaround time varies. Usually it takes a couple of months for the building committee to decide on an application for a preliminary decision or a planning and building license. If your application is of a standard nature, following laid out guidelines, it can be dealt with by the civil servants, not having to be decided by the building committe. In some cases the civil servant handling your application can make a quick judgement. To be sure to min him or here you must make an appointment.
